fcitx-table-ipa-x-sampa software package provides Flexible Input Method Framework - IPA-X-SAMPA table, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install fcitx-table-ipa-x-sampa
fcitx-table-ipa-x-sampa is installed in your system.
